According to Louis Freeh, President Clinton blocked an FBI investigation into the Khobar Towers bombing by refusing to directly request FBI access to Saudi prisons to interview suspects. The situation changed immediately as soon as George Bush became president. Freeh believes Clinton turned a blind eye to the bombings to help build up diplomatic relations with Iran.

Louis Freeh accused Prince Bandar of keeping secrets about the Khobar Towers bombing from him, though later disclosing to him that the bombing was carried out by the Iranians.

Freeh had to investigate the 'Madison Savings and Loans' case, which was linked to Clinton, during this period.
